“Hiring of 4×4 Vehicles for Field Activities/Surveys in the Cholistan Desert””(E-Bidding through EPADS)

National Competitive Bidding (Single Stage Two Envelope)

The Regional Director, Pakistan Council of Research in Water Resources (PCRWR), Regional Office Bahawalpur, invites bids through EPADS v2.0 from eligible vehicle rental firms/contractors registered on EPADS v2.0 and with the applicable tax authorities, in accordance with the Public Procurement Rules, 2004, for the hiring of vehicles detailed below:

Procurement Method Open Competitive Bidding – Single Stage, two Envelope Procedure under Public Procurement Rules, 2004.

Required Vehicles Two (02) double-cabin 4×4 pickup vehicles, model year 2020 or newer. Toyota Hilux or equivalent may be offered, provided the vehicles meet the stated generic technical requirements and equivalence parameters.

Duration of Hire60 days initially for the tubewell census/field survey phase (1,565 tubewells). Any extension shall require written approval of the Procuring Agency, availability of funds and compliance with applicable PPRA rules; no automatic extension is guaranteed.

Bid Security Fixed Bid Security of Rs. 90,000/-, Scanned copy to be uploaded on EPADS v2.0 and original to be delivered before bid opening.
Performance Security 10% of the contract value, to be submitted by the successful bidder in the form of CDR/Pay Order/Demand Draft/Bank Guarantee, valid for the period specified in the contract, in accordance with PPRA Rule 39. The Performance Security will be released in accordance with the contract after satisfactory completion.
Bid Validity 180 days from the date of bid opening
Last Date & Time for Submission October 5, 2026, 10:00 a.m.
Date & Time of Bid Opening October 5, 2026, 11:00 a.m. through EPADS v2.0, (Corresponding to last date and time of submission). The opening shall be public and bidders/representatives may attend as permitted by EPADS.

PROCUREMENT OF I.T / LABORATRY EQUIPMENTS, AUDIO-VISUAL-CONFERENCE SYSTEMS, FIELD ACCESSORIES AND MISCELLANEOUS ITEMS (E-Bidding through EPADS)

National Competitive Bidding (Single Stage Two Envelope)

Pakistan Council of Research in Water Resources (PCRWR) working under Ministry of Water Resources (MoWR), Government of Pakistan invites sealed bids from the firms/contractors registered with Federal Board of Revenue (FBR) (as per GST & Income Tax laws), for particulars given below through EPADS:

LOT No.1: Procurement of I.T Equipment, and Field Accessories:
Procurement of Laptops, Desktop Computers, Printers, Multimedia Projector, Projector Screens and Portable SSDs. Procurement of LED Smart TVs, Conference Camera, Conference Microphone & Sound System, including central unit, chairman & delegate units, speakers, mixer amplifier, and all accessories. Procurement of Conference Table. Procurement of Copper Cables, VES Terrameter cables, Digital Two Way Radio, and Handheld GPS Receivers for Field Operations, as specified in the technical specifications of the BOQ. Estimated Budget (million Rs) 13.0

Lot No. 2 Procurement of Laboratory Equipment/ Instrument:
Comprises on the supply of laboratory equipment /instruments required for water quality testing and laboratory analysis, along with all necessary components, accessories, and operational features as specified in the technical specifications of the BOQ. Estimated Budget (million Rs) 8.5

Lot No. 3 Procurement of Variable Laboratory Accessories/ Material:
Comprises on the procurement of Stabilizer(s), Digital colony counter, Water distillation Assembly, Reagent Bottles, Electric-UV Insect Killer as specified in the technical specifications of the BOQ. Estimated Budget (million Rs) 2.5

1. Regional Director, PCRWR Regional Office Karachi, invites E-bids through E-Procurement (EPADS) under PPRA Rules, for the above mentioned scope of work from eligible bidders.
2. Bidding shall be conducted through E-Procurement (Open Competitive Bidding Single Stage Two Envelop) procedure and is open to all eligible bidders as defined in the bidding document.
3. Interested and registered eligible bidders on E-PADS may obtain bidding documents from EPADS, PPRA and PCRWR Website respectively.
4. Interested and registered eligible bidder can participate through E-Procurement (EPADS) (https://eprocure.gov.pk/#/auth/login).
5. Bid documents should be uploaded through EPADS (scanned copy) and hard copy must be submitted physically at PCRWR Regional Office Karachi.
6. E-bids must be submitted through E-Procurement (EPADS) on or before 11th August 2026 till 11:00 am. Proposals must be accompanied by a Fixed Bid Security 5% of the estimated budget against bidding /Lot in the form of Demand Draft, Pay Order or Call Deposit duly issued from a Scheduled Bank of Pakistan.
7. The bidder shall furnish a Bid Security equivalent to 5% of the estimated/budgeted cost of the Lot(s) applied for. The Bid Security Shall be submitted separately for each applied Lot(s). Bids submitted without the required Bid Security or with an insufficient amount shall be considered non-responsive. The required Bid Security amounts are as follows:
• Lot No. 1: Rs. 650,000/-
• Lot No. 2: Rs. 425,000/-
• Lot No. 3: Rs. 125,000/-
8. E-bids will be opened on 11th August 2026 at 11:30 am in the presence of bidders or their representatives at PCRWR Regional Office Karachi. If bid closing/opening date falls on local/national holiday, the date of bid closing/opening shall be the next working day on the same time and venue.
9. All bidders must submit their bids through EPSADS within the prescribed deadline. Bidders are also requested to remain physically present on the day of bid opening to participate in the bid opening proceedings.
10. Bidders are required to submit two separate sealed envelopes containing (i) Technical Proposal and (ii) Financial Proposal, along with the Bid Security in the form of Demand Draft/Pay Order submitted separately in another sealed envelope, clearly marked accordingly, before the bid opening time at the address specified in the bidding documents.
11. Bidders must clearly mention the make, model, and country of origin of the material for which they are quoting prices in their Technical Proposal for the purpose of technical evaluation.
12. Bids not complying with the requirements shall be rejected being nonresponsive. Alternate proposals and / or conditional bids shall be considered non-responsive.
13. Bids which are incomplete, not E-bids through EPADS, not signed and / or not stamped, late or submitted by other than specified mode will be rejected.
14. The contract shall be awarded to the bidder who meets all technical and financial evaluation criteria.
